I did some research on Apple's website and found that the best place to buy an iPhone 5 for UAE and take advantage of LTE (4G) speed will be the UK. This is because the UK uses iPhone 5 (GSM Model A1429) as shown in the picture below:

Notice that band 3 (1800 MHz) in the picture above is one of the two bands (the other band being 2600) used by Etisalat as confirmed by the following National Newspaper article:

I did exactly this today! Bought one from the UK because like you say, the band used there is the same here in UAE. If others don't believe this check out the LTE Frequencies wikipedia page!
