The easy answer is: if you can see the "Cellular Data Network" option as shown above under:
Settings > General > Network
Then go here:
iPhone: How to view or edit the APN setting
If you can't see it then you have to Jailbreak your phone and then use Cydia to install an application called "APN Editing" which will make the "Cellular Data Network" option appear for your mobile phone carrier.
